This is Steve Rogers (aka Captain America) from the Earth X storyline from Marvel. This particular vision for this character is taken from the Alex Ross design. It was a storyline where everyone in the world gained superpowers!
The drawing I did here references a photo from a CD that was included in a hardcover collection of the series. The collection itself is quite a nice edition (Earth X Omnibus HC Clamshell Plastic Case With CD.)
This was originally drawn using pen and a wide tip marker (for the solid black areas) into one of my old, spiral-bound, paper sketchbooks. You can learn more about the Earth X series from Marvel here.
